Senator Dianne Feinstein wrote a letter to the California Horse Racing Board earlier this month calling for a suspension of racing until an investigation is completed, but the board doesn't actually have the authority to stop the races.

Yet, just a few blocks away are neighborhoods for many Merced families it is tough to make ends meet. Forty-three percent of all babies and toddlers in this county live in poverty. Merced is booming, but it hasn’t reached everyone.
