At a White House press conference on Monday, Nielsen said, "this administration did not create a policy of separating families at the border," after tweeting a similar message on Sunday.

In May, when announcing the administration's "zero-tolerance" policy, Attorney General Jeff Sessions said, "if you are smuggling a child, we will prosecute you. And that child will be separated from you."
