A federal judge struck down Oakland’s ban on coal shipments, faulting studies the City Council relied on to institute the ban as “riddled with inaccuracies.”

Soon after U.S. District Judge Vince Chhabria issued the blunt legal blow on Tuesday, Oakland Mayor Libby Schaaf tweeted, “this is not over.”

The city has been battling Phil Tagami — developer of the Oakland Bulk and Oversize Terminal — ever since word leaked in 2015 that the Oakland terminal was to handle coal shipments from Utah.
