Amid much confusion, negotiations over a new government spending bill hinge on extending DACA or renewing the Children’s Health Insurance Program (CHIP).

In order to avoid a government shutdown, Congress must reach an agreement on a spending bill by midnight on Friday.

As of now, negotiations center around using children as bargaining chips -- children brought to the United States illegally years ago, and children who rely on CHIP for their health insurance today.
