Interior Secretary Ryan Zinke announced "the largest number of lease sales ever proposed" for offshore oil and gas, but drilling off California may prove difficult.
As part of the America-First Offshore Energy Strategy, the Trump administration's proposal covers about 90 percent of the outer continental shelf in Pacific, Atlantic and Arctic ocean waters.
Zinke's announcement began a 60-day comment period that includes public meetings sure to generate a large amount of public participation.
