The California Highway Patrol arrested five suspects Thursday in connection with a recent spate of highway shootings. Mayors from Hercules, El Cerrito, San Pablo, Richmond and Pinole wrote to Governor Brown Thursday, asking for money to install and upgrade cameras to record traffic and photograph license plates.
