Two propositions on the November ballot revisit a measure voters passed two years ago, to change the way California draws political boundaries. Proposition 27 would repeal Prop. 11, which created the State Commission on Redistricting. Proposition 20, on the other hand, would expand the powers of that commission by requiring the members to redraw congressional districts. If both measures are approved, the one with the most votes will go into law.
