President Obama signed legislation this week that ends federal subsidies to private banks for student loans. His administration says the federal money previously spent backing those loans can now be channeled into the Pell Grant program, community colleges and historically black colleges. In this hour, we discuss what the changes mean for students and institutions of higher education.
