The wireless industry is definitely not happy about California regulators' plan for a texting fee to help poor people get phones.

Whether you call it a "fee" or a "tax," the California Public Utilities Commission proposed a texting surcharge in order to help low-income Californians access phone service.

Judging by the reaction on social media and and the lobbying strength of wireless carriers, the CPUC's proposal may have a difficult road ahead.
