Frances Greene is the executive director of the Pittsburg Pre-School and Community Council Inc., which assists no-to-low-income families and individuals in becoming self-sufficient through education, counseling, health outreach and referral, housing, employment, and temporary social services. For more than 30 years, Ms. Greene has directed the Council to meet the changing needs of the residents of East Contra Costa County. With her vision and leadership, the agency has grown from a small demonstration nursery school program into a large family care center offering a plethora of direct services.
Ms. Greene has the unique ability to understand the problems of the community, the resources available to meet those problems and the mechanisms needed to bring the solutions together. She is considered a community-builder, teacher, advocate, visionary and inspirational leader for her years of distinguished public service. She has been a role model in her community, in her job, in the business world and as a Christian.
Ms. Greene is an advocate and champion for the underprivileged and has raised consciousness of the plights of single heads of household and families living with HIV/AIDS. She has assisted families in becoming and remaining stabilized in housing, turning many tragedies into success. She initiated the construction of a 79-unit senior housing facility, which offers low-income senior citizens beautiful housing in a building where they can make friends, interact with young children, and do a variety of activities geared to their own age group. Ms. Greene has also assisted teenage mothers in securing reliable childcare and education.
Honors bestowed upon Ms. Greene include the 2002 Woman of the Year Senate Award, the Woman of Distinction Award, the A. Philip Randolph Award for Excellence, and the State of California Legislature Woman of the Year Award. She has one daughter and one son, and she and her husband, John B. Greene, will celebrate their 47th anniversary this year.
