<p>It took me about six hours to travel from my bed in Walnut Creek to the Phoenix Convention Center, the location of this year’s <a href="http://www.greenbuildexpo.org/">Greenbuild International Conference and Expo</a>, sponsored by the U.S. Green Building Council, and then about an hour more to make my way to the Home Energy booth in the Exposition Hall. Big event, big venue. There are more than 1,000 companies and organizations here, representing every facet of green building, from mulch to windows to lighting to HVAC to water to insulation to… I don’t know the final count, but I heard there are more than 20,000 participants.</p>
<p>Thank goodness I had booked a few appointments. Otherwise I wouldn’t have known where to start. I met Graham Martin, Chairman and CEO of <a href="http://www.enocean-alliance.org/">EnOcean Alliance</a>. The Alliance brings together companies from around the world who work in wireless devices. The group got together to ensure that Company A devices could talk to Company B devices. For example, <a href="http://www.vervelivingsystems.com/default.aspx">Verve Living System</a> is a lighting control system that allows a person to wirelessly turn on and off all the lights and outlets in a house. Goodbye wasted standby power! It is being used in new construction and is especially appropriate for multifamily buildings, but it can be installed in retrofit buildings.</p>
<p>With <a href="http://www.illumra.com/">Illumra</a> controls, you can turn on and off whatever office lights you want from your iPhone, from wherever you are. And Graham was enthusiastic to show me EnOcean switching devices that need no batteries. The mechanical energy of one finger flipping a toggle switch is enough to power a wireless signal telling your air conditioner to shut down. According to Graham, EnOcean technology will take the smart grid into the home. “<a href="http://www.zigbee.org/">ZigBee</a> is great technology to connect homes to utilities because it can use power from the network. But once inside, EnOcean technology uses so little energy that you never even have to change a battery.” Wow, it’s like the Smart Grid is learning to talk. Its first words are “Fight global warming.”</p>
<p>In the evening we were inspired by Vice President Al Gore at Chase Field, where the Arizona Diamondbacks play baseball. I got to watch from the press box, and we didn’t even have to be quiet. The food was pretty good and the beer was very good and I met some interesting people who write about glass, construction processes, and international trade relations. The “former next President of the United States” warmed up the crowd with some, frankly, corny jokes. There was one about a farmer and a pickup and cow, but I won’t waste anymore of my word count on that. He said, “We have enough ideas and technology to solve three or four global climate crises, but we only have one.” I like his optimism. The former next President called for a new Marshall Plan for energy security. “With the first Marshall Plan, we made sure that there would not be another world war in Europe. There are a lot of reasons why we have gone to war there, and there is a lot of interest in the area of the world that happens to sit on two-thirds of the world’s oil supply. We need to move away from fossil fuels so that we are no longer dependent on other countries for our economic security.” </p>
<p>But it was Gore’s last point that gave me a big boost. “I was thirteen years old when President Kennedy challenged the nation to put a man on the moon. Most people thought that we didn’t have the technology or the knowhow to do it. “When Apollo 11 landed on the moon, the average age of the scientists and engineers manning their stations in Mission Control was 26. That means that they were 18 when President Kennedy made his speech.” I work with people every day who were part of the energy efficiency revolution of the 70s and 80s and who are still going strong. Gore asked for a show of hands of anyone 18 years old or younger. From the press box I saw a lot of hands.</p>

<p>I hope I’m certifiable. I’ll find out in about a year when I’ve completed all the training and taken the written and field exams to become a <a href="http://www.bpi.org/content/home/index.php">Building Performance Institute (BPI)</a> certified Building Analyst. The certification would allow me to perform energy audits on homes and maybe even get paid for it if I started an auditing business or joined an existing company. The certification would not prepare me to perform energy upgrade measures, such as air sealing and insulating an attic, only recommend the most cost effective ones. Many energy auditors work with a team of trusted contractors who can do the work the homeowner chooses.</p>
<p>My publisher Tom White and I decided that going through the kind of training that we have been pushing in our magazine will give me a more realistic view of the home performance industry, and the people who are just entering it now—the new weatherization workers, and newly minted technicians, contractors, and small business owners who will help build the new green economy. And it’s an excuse to get off my butt and out of the office more often. If I get certified, I’ll need to continue taking classes and have hands-on experience in the field to stay certified.</p>
<p>There are three kinds of certifications for a wannabe energy auditor to consider: certification as a Building Analyst through BPI; certification as a HERS (Home Energy Rating System) rater through the <a href="http://www.natresnet.org/">Residential Energy Services Network</a>; or one of many “green builder” certifications that exist nationwide. I think the Building Analyst is the most basic. The training follows closely that of a HERS rater, but HERS raters need to become expert at rating software; it’s a bit more involved. I thought about being certified through <a href="http://www.builditgreen.org/">Build It Green</a> California as a Green Building Professional. But once I’m certified through BPI, I think it would be a small step to being certified by the other organizations.</p>
<p>Now I am asking what many people in the midst of career decisions are asking. Where do I go for the training and how much will it cost? BPI is in Malta, New York. (Might as well be Malta, the country.) Fortunately, BPI has hundreds of affiliates and approved trainers all over the country. There is also online training, and trainers who will travel to your hometown, as long as you have several people interested in the training. My plan so far is to complete an online training course through well-respected training organization, <a href="http://srmi.biz/bpt/">Saturn Online</a>. That will prepare me for the Building Analyst written exam. I can even take the exam online. The course costs $595, plus about $70 for a book and field manual. Once you start the online course, you have about 8 weeks to complete it, so I can study and take the quizzes and final exam in my spare time—maybe over the holidays. The written exam fee is $225.</p>
<p>But you can’t get all the training you need online, nor would I want to. (Remember me wanting to get off my butt more often?) Saturn also offers three day intensive hands-on field seminars in locations in several locations around the country that culminate in the Building Analyst field exam. I have friends in Portland I haven’t seen in a while; maybe I’ll go there for my field training. The field seminar costs $950. If you want to take the exam at the end of the seminar, there is an additional $350 charge for proctoring. Total costs of going for BPI Building Analyst certification: $2,190. The value of certification: priceless.</p>

Credit: Mike Miskelly</em></span>I was in Silver Spring, Maryland visiting my family last week, and had a chance to visit, with my sister Anne Marie and her boyfriend Mike, the <a href="http://www.solardecathlon.org/">2009 Solar Decathlon</a>. I’m used to seeing some unusual things on the Mall in Washington, DC—our nations backyard—but was quite impressed by the 20 solar-powered homes arrayed there last Saturday. Students from all over the world designed and built the houses over a two-year period, then disassembled them, transported them to the Mall, and put them back together.</p>
<p>The Solar Decathlon judges these houses in, of course, ten categories.</p>

<p>There are some interesting differences this year, compared to the last contest in 2007. Instead of charging a plug-in hybrid vehicle, as they did in 2007, teams now have to power a home entertainment system. The sponsors of the contest realized that electronic devices, like TVs, make up an ever-bigger share of a typical home’s electricity draw. That’s happening right now, while a plug hybrid car in most every driveway or garage is a thing of the future. A second new feature is that today’s solar houses are connected to the grid. The category “net metering” was not in the last contest. Teams earn points by sending more energy, created by sunlight, to the grid than they use from the grid. The ultimate goal for those of us the home performance field is that all homes become “net-zero” energy homes, or “net-positive,” meaning that the produce as much or more than the grid supplies them over the course of a year. A big problem with solar energy, as well as another renewable source, wind, is that power is created intermittently. Energy storage is necessary, and it is often expensive and not very efficient. With net-zero energy homes, the grid itself provides the storage capacity. When I lived in a Catholic religious community (Holy Cross Priests), the economics of community life were simple—take what you need and give what you can. Same for a net-zero energy house.</p>
<p>I wanted to take a look at the Team Germany (Technische Universität Darmstadt) home, the winners in 2007, but the house was in the process of being judged. Judges don’t announce when they will be visiting a house and which category they will be judging. Teams must keep, for example, the shower water in their solar homes at a precise temperature and flow rate all during the contest. No one knows when a judge will come to the door with a thermometer and flow gauge.</p>
<p>We walked by every house, and stopped at two—with the smallest lines snaking there way out front. (The Solar Decathlon expected as many as 250,000 visitors this year—looks like they made it.) We took a tour of the Iowa State and the University of Kentucky homes. I was partial to the simplicity and the day-lighting scheme of the Iowa house, which made use of simple pine siding and clerestory windows. Mike was more impressed with the Kentucky house, which had some pretty nifty fold up furniture and other creative uses of space. A member of the Kentucky team told us they were inspired by Shaker furniture. The house had wooden chairs, designed in Kentucky and made in Italy, that folded up to be hung on the walls, with decorative features that makes them pleasing to the eye. The Iowa house was made specifically with an older couple in mind. It has a simple layout and it is easy to move around in. Both the Iowa and Kentucky houses had big open showers in the bathrooms, with tiled floors and drainage. Energy efficiency and luxurious (though low-flow) showers can go hand in hand!</p>
<p>As of this writing (Wednesday), Team California, (Santa Clara University and California College of the Arts) is in the lead, with Illinois (University of Illinois at Urbana-Champaign) in second, Team Germany in third, and Team Ontario/BC (University of Waterloo, Ryerson University, and Simon Fraser University) in fourth. The categories of Net Metering, Engineering, and Lighting Design have yet to be judged.</p>

Do we support individual  rights by keeping government out of health care? Or do we ensure some measure of  equality and community by moving health care out of the for-profit business  model through more government involvement? In a religious sense, the first group  may value a personal, transforming relationship with God, while the second may  base their opinions on a sense of the religious call to work for the common  good, with a special concern for the poor and the powerless. I won’t venture my  position here, though if you have read my previous posts you may make a good  guess.</p>
<p>What seems missing from the debate, in my opinion, is  science. I hear a lot of ideology coming out of Washington and being espoused at  town hall meetings and by protesters on both sides of the issue. I don’t hear  much from people who have studied various health care systems and have gathered  good information about what systems work and why they work and how to  practically adapt such systems in the United States.</p>
<p>I think that science is fundamentally about information and  religion is fundamentally about relationship. The word religion comes from the  Latin "to reconnect." Immanuel Kant wrote in <em><a href="http://www.gutenberg.org/etext/4280">The Critique of Pure Reason</a></em> that human  reason has gone from the position towards nature as that of a pupil before the  teacher, to that of a judge before a witness. In other words, science has become  more about information and less about a basic curiosity and respect and even  love for nature. On the other hand, religion has become more and more  self-centered. When Catholic Bishops care more about the reputation of the  Church and less about the welfare of the poorest and most vulnerable in their  communities, we have a problem. When popular preachers use their influence to  push a particular political agenda, while enriching themselves in the process,  we have a problem.</p>
<p>I don’t know how the debate about health care will turn  out, but I do have an example of how it can work. I take medication for a  chronic condition, and see a doctor two or three times a year to discuss my  medication, make adjustments, and so on. With her help I have been able to live  a pretty healthy and fulfilled life. She spent years in medical school working  very hard to gather information about the human body, its deceases, and its  cures. She has spent many years gaining experience in applying that information  in particular cases. But when I see her there is more going on then the passing  of information. I believe she cares how I am doing. I think, within the  boundaries of her profession, that she loves me, as she does her other patients  with whom she has been able to build a relationship over time. However the  health care debate turns out, I hope it allows more people to have the kind of  relationship I have with my doctor. And I hope that it encourages more doctors  to be healers, and not just dispensers of information and pills.</p>

		<title>Graywater Comes to the Golden State</title>

			<content:encoded><![CDATA[<p><span class="left"><img src="http://www.kqed.org/quest/blog/wp-content/uploads/2009/09/graywater.jpg" /><em style="margin: 5px 0px 5px 10px; width: 300px; line-height: 110%">Recycling graywater from sinks, showers, and washing machines to irrigate your garden is the latest in green living—but until recently, was against the law.</em></span>The home performance community, with its focus on energy efficient, safe, healthy, comfortable, affordable, and sustainable housing, is like a pot of water in full boil. Recent legislation, such as the American Recovery and Reinvestment Act of 2009, is infusing <a href="http://apps1.eere.energy.gov/weatherization/">DOE’s Weatherization Assistance program</a> with a rush of funds and the expectations of a million homes weatherized each year. Proposed legislation like the climate bill passed by the House of Representatives in June promises more money and even greater expectations of houses transformed.</p>
<p>The Department of Labor has received hundreds of millions of dollars to support <a href="http://www.homeenergy.org/contrainingguide/index.php">training programs for home performance professionals</a>—from weatherization technicians to high-end builders and remodelers—and workers for the new renewable energy economy. Community colleges across the nation are gearing up for crowded classrooms full of future green jobbers. Groups such as Green for All are serving as the conscience of the movement, and remind us that the new economy has to include those who stand to benefit the most, since the old economy hasn’t served them well. Labs such as <a href="http://www.lbnl.gov">Lawrence Berkeley National Laboratory</a> and the <a href="http://www.pnl.gov/">Pacific Northwest National Laboratory</a> and private companies are working at a fevered pace to assist the push for greener housing with advanced modeling tools, statistical data, some of the best minds and hearts, and new technology.</p>
<p>There is also more energy in water, so to speak. In late July, the <a href="http://www.hcd.ca.gov/">California Department of Housing and Community Development</a> made a proposal for a new graywater standard to the <a href="http://www.bsc.ca.gov/default.htm">California Building Standards Commission</a>. The new standard was almost immediately accepted. Graywater is shower, sink, and laundry water used for gardening and for toilet flushing that would otherwise be wasted. It’s taken a while for the state to figure out how to let its citizens use this water legally. Thousands have been using it illegally until now. The standards don’t address using graywater to flush toilets, and there are restrictions. For example, graywater from washing diapers cannot be used, and graywater cannot be used to water edible roots or edible plants with the edible parts in contact with soil.</p>

<p><strong>Top Five Federal Tax Credits (for improvements made from January 1, 2009 through December 31<sup>st</sup>, 2010)</strong></p>
<p><strong>1.</strong>      Adding qualifying insulation to an existing home-30% of cost, up to $1,500 for all upgrades other than renewable energy systems.</p>
<p><strong>2. </strong>     Energy Star-qualified metal roofs or asphalt roof replacements-30% of cost, up to $1,500 for all upgrades other than renewable energy systems.</p>
<p><strong>3.</strong>      Efficient gas, oil, propane, and electric heat pump water heater replacements-30% of cost, up to $1,500 for all upgrades other than renewable energy systems.</p>
<p><strong>4.</strong>      Solar water heating systems in new or existing homes-30% of cost.</p>
<p><strong>5.</strong>      Photovoltaic (PV) systems in new and existing homes-30% of cost.</p>
<p>The feds are also giving money to the states for appliance rebates and is offering tax credits for certain window and door upgrades for new and existing homes, small wind energy systems, biomass stoves, geothermal heat pumps, fuel cells, efficient cars, and other equipment. <p><strong>*Top Five State Rebates (not time limited but rebates usually last until the money for rebates in each category runs out)</strong></p>

<p><strong>1. </strong>Adding qualifying insulation to an existing home-PG&amp;E offers $0.15 per square foot in rebates.</p>
<p><strong>2. </strong>Qualifying "Cool Roofs" replacement roofs-PG&amp;E offers $0.10 or $0.20 per square foot depending on roof type.</p>
<p><strong>3. </strong> Efficient gas and electric storage water heater replacements: PG&amp;E offers $30 rebates.</p>
<p><strong>4. </strong>Energy- and water-efficient clothes washers-PG&amp;E offers $35 or $75 rebates depending on efficiency level and East Bay Municipal Utility District offers $125 rebates.</p>
<p><strong>5. </strong>Irrigation systems and high-efficiency toilets-East Bay Municipal Utility District offers up to $1,000 rebate for qualifying water saving irrigation hardware and landscape material costs; up to $500 for WaterSmart replacement irrigation timers; and up to $150 for high-efficiency toilets (HET).<br />

*This only lists rebates offered through PG&amp;E and the East Bay Municipal Utility District, since these are the utilities that I know best. But most utilities offer similar rebates. 			<content:encoded><![CDATA[<p><span class="left"><img src="http://www.kqed.org/quest/blog/wp-content/uploads/2009/08/evamp.jpg" /><em style="margin: 5px 0px 5px 10px; width: 300px; line-height: 110%">Before You Invest in Photovoltaics, make sure your house isn't haunted by phantom loads.</em></span><strong>Some Devices Suck Power While They Sleep</strong></p>
<p>When writing about energy efficiency in California, I know that emphasizing heating systems doesn’t carry much punch. I might as well try to get Californians interested in who makes the best deep- dish pizza. (That’s Chicago, of course. <a href="http://www.zacharys.com/">Zachary’s</a> isn’t bad though.) Cooling systems are accounting for more and more of a share of residential energy use as we continue to build out from the cities near the Bay in hot dry climates. But overall, when it comes to climate, the inside and the outside of Bay Area homes are pretty much the same for most of the year. But let’s not get soft on energy efficiency! There are other energy users in California homes that threaten to lift us in the future to the level of, say, what a Wisconsin home uses in the winter today. </p>
<p>Miscellaneous electric loads are electric loads other than heating and cooling, water heating, refrigerators, and lighting, and include consumer electronics, outdoor lights, and portable inside lighting fixtures. The U.S. Department of Energy’s Energy Information Agency estimates that these “other” electric loads, along with televisions and office equipment, made up close to 30% of U.S. residential electricity consumption in 2006; this will rise to about 35% by 2020. Part of the reason for the growth in energy use of these devices as a percentage of total home energy use is that homes are heating and cooling more efficiently, with better HVAC equipment, tighter building envelopes, and more insulation. </p>
<p>Rich Brown and Greg Homan of Lawrence Berkeley National Laboratory, measured electricity use in 13 new California homes in 2007 and came up with some interesting results. They metered plug-in devices in standby, off, or low-power mode. Since the homes were not yet occupied, they estimated the annual energy use by using typical use patterns and the energy use of the plug-in devices in active mode, or “on,” measured in other studies. Some of the homes were model homes and packed with appliances and electronics like TVs, and others had only the plug-in devices installed by the builders. Builder installed devices include things like garage door openers, structured wiring, and gas fireplaces. The homes were in four different subdivisions and span the range of typical new construction to super efficient homes with PhotoVoltaic (PV) systems installed. </p>
<p>The builder-installed devices use on average 800 kilowatt-hours (kWh) of electricity per year, or about $80 worth with electricity at a low $0.10 per kWh. That does not include lighting energy. That’s interesting. About half of the energy used by the builder-installed devices is used by devices that are supposed to be turned off, or are in standby mode! That’s very interesting. This is like having a 50-Watt light bulb on 24 hours a day, 365 days a year, lighting nothing. </p>
<p>One of the model homes, the biggest energy user of the 13, used close to 2,500 kWh per year ($250) for two large televisions, a structured wiring panel that uses 20 Watts continuously to power three security cameras and an Internet router, smoke alarms, garage door openers, a washer/dryer, a very big refrigerator, and a few more devices. Add in lighting and that house is a major energy hog, even with super efficient heating and cooling systems and PV panels on the roof. </p>
<p>So what to do? Don’t even think of getting that PV system until you spend some time reducing your electricity load. The PV system you need to meet that load then won’t be so expensive. When it’s time to buy a new appliance, always look for the <a href="http://www.energystar.gov/">Energy Star</a> label. Energy Star appliances use about 20% less energy than typical new appliances. Anything that uses a remote control, such as televisions and set-top boxes, or that displays the time of day all day, such as some stoves and microwave ovens, uses energy when officially off. Look for electronic devices that are really off when they say off, or that use 2 Watts or less in standby mode. For your other sleep slurping electronics, plug them into a power strip, and turn the power strip off when you aren’t using the devices. Then look into that sexy new PV system for your roof. Are you unknowingly slurping in dirty air from your garage and attic?  Perhaps a blower door test can help you find out. </em></span>Tom White is the Publisher of <em>Home Energy</em> (aka "my boss"). He's gotten to know a lot about home performance in this job over the last few years. He knows about blower doors and pressure envelopes, duct blasters and thermal envelopes; and has been initiated into the knowledge that you never use duct tape on ducts. But there was one more initiation to go. So he went to the Web to find someone to do an energy audit on his house.</p>
<p>"I went to the <a href="http://www.servicemagic.com/">ServiceMagic</a> Web site that I learned about editing a <em>Home Energy</em> article," says Tom. "Within less than a minute after I entered some basic information about my house and what I was looking for in the way of an energy audit, the phone rang." It was <a href="http://www.sustainablespaces.com/">Sustainable Spaces</a>, a home performance contractor located in San Francisco. Tom made an appointment for his audit for the next week. "They were offering a 'Stimulus Special' for $395."</p>
<p>The house Tom shares with his partner Dmitri was built in 1907. "The home has never been remodeled," says Tom. "We recently had the furnace replaced with a hot water radiant system. We have been careful to keep to the original features of the home, so we got our radiators from buildings built around the same time that used to be part of the heating systems in buildings at Fort Baker." They also installed a renewable energy source. "We installed photovoltaic (PV) panels on our roof, but we should have had the audit first to show us how to use less energy and save on the PV.  Our annual true-up statement says we owe $75 for electricity, but I want to get that down to $0!"</p>
<p>Rob Mitchell, an experienced contractor who knows a lot about Bay Area houses, came with two younger men for an audit of Tom and Dmitri's 102-year-old home. The crew closed all the exterior doors and windows, installed a "blower door" in the main doorframe, and depressurized the house. Immediately, dust and insulation particles began to pour through the "pocket doors" from the attic. After taking some measurements to get a general sense of how leaky the house is, and blocking some of the major air leaks, the crew from Sustainable Spaces then pressurized the house. "We walked around the house with a liquid pencil, which showed there is airflow around switch plates, gaps in the baseboard where the home is connected to the outside, and the cabinet in our kitchen where there used to be 'torpedo tubes,' which used to hold hot water heated by the wood stove, and other places" says Tom.</p>
<p>So the old house has some problems with air leakage, which means heating energy being lost to the outside. The crew also found out that the humidity in the kitchen was 20% higher than that on the outside of the house. "We both took showers that morning, and I had a cup of hot tea," says Tom. That was enough to keep the humidity high a few hours later.</p>
<p>Since the home has no mechanical ventilation, moisture build up could lead to mold growth on surfaces in the living spaces, or-even worse because it is hidden-within the walls. Mold can degrade building materials and create poor indoor air quality. Tom has allergies and a moldy house could make it difficult for him to breathe. Since Tom is living in the mild climate of the Bay Area, where we can open windows and get fresh air other ways in our leaky houses, the moisture may not hang around long enough to be a problem. If he lived in a cold climate such as Minnesota's, or a hot-humid climate such as Atlanta's, fixing the air leaks in his house without adding mechanical ventilation could create a "sick house", meaning one with poor indoor air quality due to mold.</p>
<p>"We won't get the report until next week," says Tom. The report will include specific numbers for air leakage from the house to the outside-or in this case between the living spaces and the attic and basement. Too much air flow means lost energy and too little means a sick house. The report will also give a range of measures that will make Tom and Dmitri's house healthier and more energy efficient. "We'll decide what measures we want done when we get the report. We made our heating system more efficient with the radiant system that heats the living spaces and provides us with hot water. We use half the gas now to heat water than we did before. So spending a lot more on fixing the building envelope doesn't make so much sense to us right now. We'll probably fix the big leaks by air sealing around the attic. And we may insulate under the floor between the living spaces and the basement."</p>
<p>"I wanted to have our house audited mostly because I'm curious," says Tom. "And we want to save energy." But from now on when Tom talks about home performance, and the importance of healthy and efficient homes, it will take on a whole new dimension-the homeowner's perspective.</p>

Excited enough to go into a hot dusty attic to install it over the weekend.</p>
<p>I promised Michele that I will practice the Yoga of home improvement projects and keep the cursing down to a minimum. My home improvement projects usually involve some cursing. I worked part time as a janitor when I was in high school and that's when I learned some pretty spicy language. I didn't intend to write about cursing here, but since I am in this so deep now, then damn it, I may as well connect the topic to some cutting edge scientific research. You got a problem with that?</p>
<p>British scientists found that cursing takes away pain. When people put their hands in a tub of cold water and cursed, they could hold their hands in longer than if they said things like, "butterscotch." If you don't want to take my word for it, you no-good so-and-sos, the research results were published in the online journal <a href="http://www.neurosite.com/">NeuroReport</a>.</p>
<p>The attic hatch insulation kit will save us some energy losses and utility bill pain in the long run. According to the <a href="http://apps1.eere.energy.gov/weatherization/">DOE Weatherization Assistance program</a>, a gosh darn uninsulated 10 square foot attic hatch in a 100 square foot insulated attic can decrease the overall R-value of the attic floor by more than 50%! For example, an attic with R-38 insulation everywhere but on top of a stinking quarter-inch plywood hatch-with an R-value of approximately 0.3-will have an overall R-value of only R-17. What a freaking waste! Bloody hell!<br />

<p><strong>Tuesday, July 21</strong></p>
<p>There are 3,200 people here for the conference in Indianapolis! This is more than twice as many as the last time. Heard from Gil Sperling, Program Manager for the Department of Energy’s <a href="http://apps1.eere.energy.gov/weatherization/">Weatherization Assistance Program</a>, and others at opening plenary. Some buzz about <a href="http://en.wikipedia.org/wiki/Davis-Bacon_Act">Davis-Bacon</a> prevailing wage legislation. Department of Labor created a new category "weatherization worker" and is polling organizations around the country to come up with prevailing wage numbers. Department of Labor staff is here to get feedback.</p>
<p>Five U.S. Territories are now part of the Weatherization network.</p>
<p><a href="http://greenforall.org/van-jones">Van Jones</a> speaking at lunch today.</p>
<p>Will set up display for later today. Something like 94 exhibitors are here, including heavy hitters like Home Depot and Sears. Will try to convince Home Depot folks to carry <a href="http://www.homeenergy.org/">Home Energy Magazine</a> in stores.</p>

<p><a href="http://greenforall.org/van-jones">Van Jones</a>, White House green jobs czar, spoke to weatherization workers at the National Weatherization Training Conference, "You are the quiet heroes. Your job is to take the inhalers out of little girls' pockets; little boys pockets." </p>
<p>No, he is not encouraging shoplifting, but the kind of homes that do not aggravate kid's asthma. A green home is an energy efficient and healthy one. That's something the weatherization community has known since the DOE Weatherization Assistance Program began in 1976.</p>
<p><strong>Wednesday, July 22</strong></p>
<p>At the awards lunch today, Gil Sperling mentioned that the Dept. of Labor (DOL) is making good progress in discussions with local weatherization agencies to determine the prevailing wage for a new classification of worker, the weatherization worker. The Davis-Bacon legislation from a decade ago (?) requires that organizations receiving federal government project money must hire people at the prevailing wage for similar work in the area. The legislation is being applied to the funds coming through the American Recovery and Reinvestment Act (ARRA) of 2009, (also known as the Stimulus Bill) for weatherization efforts. DOL came up with a new classification of worker, weatherization worker, in order to help the states comply with the Davis-Bacon requirements. </p>
<p>If the prevailing wages of construction workers were the standard, in New York, beginning weatherization workers would have to make $50 per hour! Weatherization agencies all over the country want to pay their workers well, but those kind of wages for beginning workers would wreck the budgets of most of them. So the new classification and prevailing wages will help agencies to pay a living wage, increase pay as workers become more experienced, and allow the agencies to live within their budgets. DOL staff are here in Indianapolis, and there listening sessions have been packed!</p>
<p><strong>Thursday, July 23</strong></p>
<p>A friend asked me What is the headline for the conference? I think it should be Weatherization Gets Down to Business. I am reminded of the ramp-up to the war in Iraq, and the war profiteering that is probably still going on. I remembered the “lost” $8-billion in the first months of the war. And I wonder if that kind of corruption will enter in the “war for energy security and green jobs and against global warming.” It probably will, because humans are involved.  But the level of accountability here is very very high, and the expectations are very very clear. And I get the sense that, this time, the adults are in charge.</p>
