State of Juvenile Courts
An advisory committee to the state judicial council today released the first-ever report on the state's juvenile courts, and it found them badly in need of reform. Among the findings: juvenile offenders don't always get the best chance to turn their lives around because court officers -- from judges to defense attorneys -- are overworked. We talked to Ventura County judge Brian John Black. He chaired the group that produce the report.   more

Apple Moth Ruling
A California judge today dealt a major setback to the state's plans to control the light brown apple moth. The judge ruled that aerial spraying cannot begin in Santa Cruz County until state agricultural officials do a full environmental review of their anti-pest program. Also today, the Governor postponed any aerial spraying to curtail the moth until mid August.   more

Emissions Regulation Battle Heats Up
California officials are charging that new U.S. fuel economy rules contain an assault on the state's efforts to reduce greenhouse gas emissions. Yesterday, the Bush administration announced proposals to raise fuel economy standards for cars and trucks. That pleased some environmentalists, but the proposal would also preempt "any state [regulation of] tailpipe carbon dioxide emissions from automobiles."   more

Marine Protected Areas
It's Earth Day, and the health of the planet was on the agenda today at a Department of Fish and Game meeting on marine reserves. A blue ribbon task force held hearings on three plans, all of which would create large, state managed marine reserves from Point Arena in Mendocino to Pescadero in San Mateo County.   more

Juvenile Justice System in Court
Advocates for incarcerated youth are asking a state court to take over California's troubled juvenile justice system. They say three years after a court settlement ordered improvements to juvenile facilities, young people are still being locked up for as much as 20 hours a day in unsafe conditions -- and they're not getting rehabilitation. The state argues that appointing a receiver won't solve the problems.   more
