Special Election Series -- Propositions 1D and 1E

We continue our series on the May 19 special election with in-depth conversations on Propositions 1D and 1E. In the first half hour, we look at how Prop 1D asks voters to decide whether to temporarily shift funds from early childhood education to help make up the budget deficit. In the second half hour we review Prop 1E, which asks voters to decide whether to shift funds from mental health services in the state.

Special Election Series -- Propositions 1B and 1C

We continue our series on the May 19 special election with a split hour looking at Prop. 1B and Prop. 1C. In the first half hour, we analyze the details on Prop. 1B's proposal to mandate payments that equal $9.3 billion to California schools over the next few years. In the second half hour, we discuss Prop. 1C. It asks voters to decide whether to increase California Lottery ticket sales, and allow the state to borrow from future California Lottery profits.

California Special Election: Proposition 1C

Of all the measures on the May 19th ballot, the one with the single largest impact on next year's state budget is Proposition 1C. It also represents a major gamble. Prop 1C permanently removes the link between profits from the California Lottery and public schools, and it allows the state to use future lottery profits now.

A new Field Poll finds that if the May 19 special election were held today, every one of the budget-related ballot measures would fail. One of the measures in danger of failing is Proposition 1B, which promises an additional $9 billion for public schools. But even if Proposition 1B wins, it could still lose.

Next month's special election features six ballot measures, crafted by the legislature and Governor Schwarzenegger, to change the state budget process. But only one promises both a long-term change and a short-term fix: Proposition 1A. In part one, we examined how Prop 1A will control how the state spends revenue. In this episode, we look at the short-term fix: a tax increase over the next few years valued at almost $16 billion.

California Special Election: Proposition 1A, Part I

Governor Schwarzenegger says California's budget problems can be fixed by voting 'yes' on all six measures on next month's ballot. He made the same promise five years ago when he convinced voters to approve the balanced budget amendment, Proposition 58. But almost every year since, the state has actually spent more than it took in. Sacramento Bureau Chief John Myers begins an in-depth look at next month's ballot measures with an overview of Prop. 1A, the measure to place a new constitutional control on state spending.
