Juvenile Justice Shakeup?
A new proposal by Governor Jerry Brown seeks to eliminate the state's Division of Juvenile Justice and shift its responsibility of handling young offenders to counties. Those who find the state facilities outdated welcome the proposal -- but others say counties aren't equipped to handle an expanded role.
