Richmond Refinery Update
An appeals court has upheld an earlier ruling that the environmental analysis of Chevron's plan to upgrade its Richmond refinery is inadequate under California law. This has pleased environmentalists who feared that the upgrade would increase pollution in the area. Meanwhile, Chevron's plans for an upgrade are on hold.
