Based on a yearlong San Jose Mercury News investigation, this documentary looks into the excessive use of psychiatric medications in the California foster care system. Directed by Emmy-winning photojournalist Dai Sugano, it combines the powerful stories of three former foster youth, exclusive data analysis, animated graphics and poignant images to reveal how foster care providers have come to rely on a risky but convenient remedy to control the behavior of thousands of troubled kids: numbing them with drugs that are untested on and often not approved for children. From Los Angeles to Humboldt County, reporter Karen de Sa and Sugano interviewed more than 175 people, including three dozen current and former foster youth. One after another gave disturbing accounts of suffering from the drugs' dramatic side effects. Their stories of anguish and upheaval, childhoods lost and remarkable resilience are brought together in this ambitious documentary.
