The city of Alameda gets a new city manager today -- John Russo, who left his old job as Oakland's city attorney last Friday. Russo becomes the chief executive over all city departments. Alameda faces three big challenges: covering the city's seven million dollar deficit, developing Alameda Point and repairing the Alameda Fire Department's reputation after firefighters allowed a man to drown himself off Crown Beach.
