THIS WEEK in Northern California [#2439H] August 9, 2013 Guest Host: Thuy Vu.
    News Panel:
RICHMOND FIGHTS FORECLOSURES - Taking the foreclosure crisis into its own hands, the city of Richmond is threatening an unprecedented use of eminent domain to bail out residents with underwater mortgages. The move is being contested vigorously by banks, but proponents say it would allow residents to refinance their homes at current market values and prevent future foreclosures. Eminent domain is the acquisition of private property for public use.
UNION NEGOTIATIONS - The threat of a second strike by BART workers this summer and other labor disputes have sparked debate about the role of unions and employers in guaranteeing middle class compensation and benefits. AC Transit, Alameda County's public transportation authority, also narrowly averted a strike this week.
CHEVRON FIRE ANNIVERSARY - Protesters marked the one year anniversary of a fire at the Chevron refinery in Richmond that sent more than 15,000 area residents to hospitals complaining of respiratory problems. The oil giant pleaded no contest to 6 criminal charges of violating labor and health codes and agreed to pay $2 million in fines and restitution. Meanwhile, the city of Richmond is suing Chevron over the August 6, 2012 explosion for "neglect...and corporate indifference."
"NO CHILD LEFT BEHIND" WAIVERS - San Francisco, Oakland, and six other California cities were granted waivers from the strict requirements and tough sanctions of the federal No Child Left Behind law. The school districts, which together encompass nearly one million students, have a year to re-allocate funding originally earmarked for tutoring and to implement an evaluation system that they proposed.
Guests: Carolyn Said, San Francisco Chronicle; Josh Richman, Bay Area News Group; David Baker, San Francisco Chronicle; and Jill Tucker, San Francisco Chronicle.
REMEMBERING ARTIST RUTH ASAWA - A look back at the life and work of pioneering Bay Area sculptor Ruth Asawa, who died this week at the age of 87. From KQED's archive, an excerpt from a 2005 Spark* profile showcases her creative process.

New Tricks [#304P] Diamond Geezers Chopper Hadley, a notorious and violent criminal, is under suspicion for the murder of police informant Micky Springer. It is an investigation with huge personal repercussions for both Halford and Standing. While Halford was on the murder squad, Micky Springer had asked him for protection, but Halford was dealing with his own crisis - his beloved wife, Mary, had been left critically hurt by a hit-and-run accident. With the case re-opened, Halford finds himself the target of a terror campaign, but is determined to get justice for Springer. Back in Britain for his father's funeral, Hadley is a sensitive target for the Unsolved Crime and Open Case Squad (UCOS). The team undertakes a high-risk undercover surveillance mission with hot-shot detective Tina Murray and Brian Lane at the forefront. While all the evidence points to Hadley, it becomes clear that Hadley's henchman, Tommy Gerrard, is hiding a dark secret and may well have been operating independently from his boss. The case also threatens to expose Standing's dodgy dealings from the past, when Andy Cutler, the original investigating officer on the case, reveals some unsettling truths. With Standing's relationship with Pullman at breaking point, he knows he needs to prove his worth and find some answers quickly. However, in doing so, he compromises his own safety and finds himself on the wrong side of Gerrard. duration 50:02   STEREO

Il Volo We Are Love The three, young Italian tenors, Piero Barone (19), Ignazio Boschetto (18) and Gianluca Ginoble (17) of Il Volo proved to win the hearts of PBS viewers nationwide with broadcasts of their special from the Detroit Opera House, "Il Volo Takes Flight." Now, they return with their second special, "Il Volo We Are Love," at The Fillmore Theatre in Miami, Florida.
Aside from providing a stunning vocal framework, "We Are Love," by songwriter/producer Mark Portmann (Celine Dion, Josh Groban) and Latin Grammy winner Edgar Cortazar, also allows Il Volo to show off their multilingual prowess, as they sing it in English, Spanish, French and Italian. Il Volo and album producer, Humberto Gatica again turned to Diane Warren for the album's lead track "Questo Amore." Besides being the perfect vocal opener it's a fresh Italian take on Warren's huge hit for Aerosmith, "I Don't Want To Miss A Thing". Warren also supplied the exquisitely sensitive English song "I Bring You To My Senses." The special also features a film song in "Historia De Un Amor," by Panamanian songwriter Carlos Eleta Almaran. A choice of many international artists including Nana Mouskouri and Cesaria Evora, it appeared in the 1956 Mexican movie of the same name.
