    CALIFORNIA BUDGET - Gov. Jerry Brown's new state spending plan eliminates the deficit in the coming fiscal year, projects future surpluses and increases public education funding.
    STATE PRISONS - Declaring an end to the prison overcrowding crisis, Gov. Brown called for federal authorities to return oversight to the state. Meanwhile, a 2011 court-ordered population cap of about 110,000 prisoners has not yet been met.
    OIL TANKER ACCIDENT - The pilot of an oil tanker that sideswiped a Bay Bridge tower Monday had a record of other accidents. While no oil appears to have been spilled, the collision was a stark reminder of the disastrous 2007 Cosco Busan accident, and raised concerns over the environmental impact of massive tankers on the San Francisco Bay.

    CONVERSATION WITH ASSEMBLY MEMBER NANCY SKINNER - A new bill to regulate and track ammunition in California is one of several legislative proposals being pushed in the wake of the mass shooting in Newton, CT. On Monday, Assembly member Nancy Skinner (D-Berkeley) unveiled a so-called "bullet bill" that would require the licensing of ammunition sellers and the creation of a state justice department registry to track sales.

    Doc Martin [#404Z] Driving Mr. McLynn Martin is called to Louisa's new home after she has a dizzy spell while shifting furniture. Martin urges her to slow down, but is shocked to learn that Louisa has applied to be her school's head teacher again. Aunt Joan is involved in a car crash with the McLynns, an elegant elderly couple. When P.C. Penhale rushes to the scene and tries to impose his authority, he is ignored by both drivers. Edith visits Martin for some advice on her medical research, and Martin reveals he has applied for the prestigious surgeon's job in London. Wanting to confront Martin about his attitude towards her and the head teacher position, Louisa arrives on the seen and is taken aback to find Edith already there. In the snakeskin hunt that follows, they find out that the skin doesn't fit the anaconda in the pool, or the rattlesnake sunning itself over by the window, or even the huge Burmese python. Finally, Zoboo discovers the owner -- a trans-pecos rat snake! Zoboo plays with what he thinks are some interesting snakes.     Sesame Street [#4267H] Baby Bear's Baby Doll Baby Bear and Curly Bear are happily playing with dolls. Telly comes along and wants to show Baby Bear his new bulldozer, and Baby Bear quickly hides his doll behind his back and says that it is Curly's. They start to play with the bulldozer, but then Baby Bear suggests they need a driver and he offers his doll. All is going along fine until Telly crashes the bulldozer into a block tower, and some of the blocks hit the doll. Baby Bear says it's "too rough" and pretends that Curly might get upset. They switch to playing with action figures, and Baby Bear offers his doll to be Super Baby, but that gets a little rough too. Telly suggests a game of catch, and once again, Telly gets a little rough. This time, though, Baby Bear slips and says that it is his doll. He runs off embarrassed, and Gordon finds him. Baby Bear explains to Gordon that he doesn't want Telly to know how much he loves his doll, since dolls are for girls. Gordon points out that he is wearing a pink shirt, and there is no reason things have to be just for girls, or just for boys. He explains that Baby Bear should not be embarrassed - playing with dolls is great practice for when he grows up and becomes a daddy. Baby Bear decides to tell Telly the truth, and finds Telly playing with the doll.
