The doll is floating in a tube, and Zoe comes by and asks if Rocco, her pet rock, can swim too. Elmo reluctantly agrees. When Zoe puts Rocco in the water, he immediately sinks to the bottom. Leela explains to her that not all rocks float, some sink. Zoe suggests that if Rocco had a boat he would be able to float. Leela thinks this is a great idea for an experiment! Elmo comes up with the idea of Rocco floating on pencils since he saw sticks float in a lake once. With Leela's help, they experiment to see if the pencils float. They do! But when they place Rocco on the pencils he falls right off. Zoe brings back a piece of paper, which is wider and flatter for him to float on. The paper floats, but once they put Rocco on, it sinks. Next Elmo and Zoe try aluminum foil, since it's flatter and wider than pencils but stronger than paper. The foil on its own floats, but when they put Rocco on top, it sinks too! Elmo comes up with the great idea to build a boat for Rocco. With Leela's help, they become engineers and use what they've learned to design a boat by wrapping the aluminum foil around the pencils. BUDGET UPDATE - As home care workers and their clients protested at the state Capitol, legislative Democrats sent their second budget plan to Gov. Brown earlier this week. Though it does not include hundreds of millions of dollars in cuts to welfare and other social programs that the governor demanded, Democratic lawmakers say that both houses plan to vote before the midnight deadline on June 15 to avoid losing their salaries. Republicans boycotted the budget hearing Thursday saying the process lacks transparency.
BAY AREA TRANSIT - It's been a big week for transportation in the Bay Area. A West Oakland fire shut down BART service on Thursday, creating havoc for East Bay commuters. CalTrans struck back at the Sacramento Bee's allegations of improper inspections on the Bay Bridge's new eastern span structure. Meanwhile, excavation began this week on San Francisco's Central Subway tunnel, despite the fact that federal funding for the majority of the $1.6 billion project is still pending approval.
FIRE SEASON - California fire season is off to an early and active start, due to a record dry winter, rising temperatures and gusty winds. Firefighters have already responded to twice as many wildfires as they had by this time last year. According a new UC Berkeley study, the West will be increasingly prone to wildfires over the next three decades, due to the effects of climate change.

CLIMATE WATCH CONVERSATION: PHYSICIST RICHARD MULLER - Richard Muller is not a climatologist, yet he is one of the most controversial figures in climate science. Until recently, the UC Berkeley physicist was a sturdy skeptic of the science behind global warming. But last fall, after he conducted a comprehensive analysis of more than 200 years of global temperature data, he emerged an apparent convert. Now Muller's set to publish a new book that could thrust him in the spotlight again; "Energy for Future Presidents" casts a critical eye on many current "green energy" solutions while championing more controversial methods like nuclear power and natural gas fracturing or "fracking." duration 26:46 STEREO TVRE -

President Obama was in Cleveland to deliver a speech aimed at recalibrating his economic message and re-framing his re-election bid. He warned voters that if Mitt Romney were elected he would revive the policies of Republican President George W. Bush that lead to the economic crisis.
At the same time the former Massachusetts governor was in Cincinnati criticizing President Obama's leadership, blaming him for the sluggish economy and telling voters why he is the better choice in November. Who's winning the debate over the economy? Karen Tumulty of The Washington Post will have the latest from the campaign trail.
* Europe is dealing with its own economic crisis that's left millions of people across the continent out of work. Doyle McManus of the Los Angeles Times returns from a trip overseas to report on how a number of austerity programs designed to ease the European recession have done little to reduce high unemployment and stabilize economies.
* As the violence continues to escalate in Syria, Russia is rejecting claims by Secretary of State Hillary Clinton that Moscow is supplying Damascus with arms that could be used against peaceful protesters. Peter Baker of The New York Times will examine how the crisis in Syria has strained US-Russian relations ahead of President Obama's meetings with Russian President Vladimir Putin next week.
* Just days after announcing an independent investigation into national security leaks, Attorney General Eric Holder had to defend his decision to a Senate Judiciary Committee. Republican Committee members want Holder to appoint an outside special counsel to lead the criminal investigation because they believe some leaks may have come from inside the White House.
