"Ranked choice voting" produces a major upset in Oakland as Jean Quan defeats Don Perada for mayor. State parks struggle to stay open after voters reject Proposition 21 which would have provided new funding. San Francisco is one of two cities in the running for the next America's Cup, but the prestigious sailing race has generated a battle between last year's winner, Oracle CEO Larry Ellison, and the San Francisco Giants over waterfront development.
