Not sure who the sponsoring org/agency would be , but it could operate along the lines of a &lt;a href=&quot;http://en.wikipedia.org/wiki/Town_twinning&quot; rel=&quot;nofollow&quot;&gt;sister cities&lt;/a&gt; program.

Does anyone know of anything like this in place already? Who would be a good steward of such a program?</description>
