KQED Public Broadcasting Appoints Joanne M. Carder Vice President, Human Resources and Labor Relations

San Francisco, California, October 18, 2004 -- Joanne M. Carder, a 20-year veteran of human resource management and labor relations, has been named the new vice president, human resources and labor relations for KQED Public Broadcasting. Jeff Clarke, president and CEO of KQED Public Broadcasting, made the announcement today. Carder will report directly to Clarke.

"Joanne is a tremendous addition to KQED's senior management team and we all look forward to the contributions she will make to the station," said Clarke. "She will help to drive KQED's core principles, which include empowering our talented and dedicated staff through communication, training and opportunities for professional growth."

Carder is charged with directing, developing and implementing all human resources policies and procedures and with managing all labor relations for KQED's staff of nearly 240 employees. She exercises complete responsibility for the human resources staff, oversees benefits administration, budget development, contract negotiations, employee relations, labor laws, recruitment and selection, as well as training and work performance.

Carder most recently served as director of human resources for Bay Medical Management, LLC, a medical practice in Walnut Creek. Prior to that, she served as director of employee relations at Children's Hospital-Oakland and director of employee/labor relations at Alta Bates Medical Center.

Earlier in her career, Carder worked as a senior administrative analyst in the office of the president at the University of California at Berkeley. In addition, she served as a labor representative for Healthcare Worker's Union, Local 250, as well as chief spokesperson for that organization during contract negotiations. She also served as a legislative aide to Congressman Paul N. McCloskey, Jr. in Washington, D.C., and worked actively within the United Farm Workers union movement during its early years.

Carder graduated from Holy Names University in Oakland with a B.A. degree in political science. She currently resides in Berkeley.
