In State of State, Gov. Emphasizes Restrained Spending
Governor Jerry Brown delivered an animated, optimistic State of the State Address Thursday morning, full of colorful metaphors and other rhetorical flourishes.
The governor said the budget is balanced. He said the state needs to live within its means, and not dive into new initiatives it won't be able to pay for. And speaking of one expensive project he really wants to see happen, he compared the campaign to build a high-speed rail system to "The Little Engine that Could."
