California Hosts Climate Summit
Governor Arnold Schwarzenegger kicked off the second Global Climate Summit yesterday in Los Angeles. It's a three-day conference, featuring panelists from around the world discussing what are known as "subnational" strategies to cut carbon emissions.

Boxer and Kerry Unveil Climate Bill
California Senator Barbara Boxer -- along with Massachusetts Senator John Kerry -- unveiled major climate legislation in Washington, D.C. today. Their bill aims to dramatically cut greenhouse gas emissions starting in 2012. Craig Miller spoke with Senator Boxer earlier today.

Extending Unemployment Benefits / Climate Change Splits PG&E and Chamber
Extra federal help is on the way for more than 200,000 of California's unemployed. The House passed a 13 week extension on unemployment benefits last night, and the Senate is expected to follow suit. Also, Pacific Gas and Electric has quit the U.S. Chamber of Commerce because it disagrees with what it calls the group's "extreme" position on climate change.

What's Behind Water Delivery Cutbacks?
Who, or what, is to blame for the cutback on water deliveries to farms in the San Joaquin Valley? Many farmers, especially west of Fresno, blame court orders protecting smelt and salmon in the delta. But the Department of Interior says the real culprit is three years of below average rainfall -- and the danger of environmental collapse in the delta.

State Rules Out Power Line Shutdown
State utility regulators rejected a proposal from San Diego Gas and Electric to shut down power in some rural areas on hot, windy days. The plan was intended to prevent wildfires sparked by power lines.

Giving Clouds a Little Boost
Three years into a statewide drought, Californians are ready for some rain. That includes utilities, whose hydropower production depends on runoff from the mountains. To keep the water flowing, Pacific Gas & Electric is expanding an age-old technology that some doubt even works: cloud-seeding. [Corrections: In the original broadcast of this story, and in the version available here in this online archive, we erred in identifying the location of the seeding. PG&E, the utility planning the project, brought to our attention that the target area is in the Pit-McCloud watershed "well east of Mount Shasta." We also characterized cloud seeding as a tool the company is reviving. PG&E says that it has used cloud seeding steadily for 50 years now, but this is the first time it's planned for this particular area.]
