Guide dogs for the blind have long enjoyed special legal status. Federal law also allows people with psychiatric and other
disabilities to take their animals on buses and into other public places. But some critics argue that San Francisco is too
liberal in licensing these service animals, saying they can interfere with guide dogs and pose a threat to public safety.
