Evaluating Enterprise Zones
California's Enterprise Zones -- depressed areas designated for tax breaks aimed at attracting businesses and investors -- have no notable impact on job creation. That's according to a new report by the Public Policy Institute of California. Still, proponents of enterprise zones argue that job creation is only one of many benefits, and that the program is working.
