Activists in San Francisco have been fighting for a publicly owned electric utility for 100 years, since the building of the
Hetch Hetchy dam. Voters have always turned down the opportunity for municipal power, but they'll have another chance to say
"yes" on Tuesday when they vote on Proposition H.
