State of Juvenile Courts
An advisory committee to the state judicial council today released the first-ever report on the state's juvenile courts, and it found them badly in need of reform. Among the findings: juvenile offenders don't always get the best chance to turn their lives around because court officers -- from judges to defense attorneys -- are overworked. We talked to Ventura County judge Brian John Black. He chaired the group that produce the report.
