Juvenile Justice System in Court
Advocates for incarcerated youth are asking a state court to take over California's troubled juvenile justice system. They say three years after a court settlement ordered improvements to juvenile facilities, young people are still being locked up for as much as 20 hours a day in unsafe conditions -- and they're not getting rehabilitation. The state argues that appointing a receiver won't solve the problems.
