Last year it failed to meet its targets to curb pollution and boost energy efficiency, and it looks like it'll miss those goals this year. China has now overtaken the United States to become the world's largest producer of carbon dioxide emissions, and many are pointing their fingers at local officials who put economic growth ahead of the environment. As the program reports, however, in some places the tide is beginning to turn.
