The Santa Clara City Council has turned down a proposal for a ballot initative giving voters a chance to revamp the election system. The Council is all white, even though the 2010 census found more than a third of Santa Clarans are Asian, and almost 20 percent Latino.
Community and civil rights groups want the city to switch to a system that allows minority candidates a better shot at winning a seat. Now, the Lawyers Committee for Civil Rights has threatened a lawsuit against Santa Clara over the issue.
