Terrorism Preparedness Grants Poorly Spent
It's the eighth anniversary of the terrorist attacks on the World Trade Center and the Pentagon on September 11, 2001. Since then, California has taken in more than $1.9 billion in grants to prepare for a terrorist attack. But according to a series of stories by the Center for Investigative Reporting, that money has often been poorly spent.
