SF Police Chief Backs Plan to Hire Civilian Investigators

San Francisco's police chief is endorsing a program to hire 15 civilian investigators to do police work. The investigators would be trained to gather evidence and write reports for low priority crimes where there's no suspect at the scene. We talk about the benefits and the drawbacks of the plan with two experts.
