San Francisco would close all its parks between 12am to 5am, under legislation set to be voted on by the Board of Supervisors on Tuesday. Supporters of Supervisor Scott Wiener's proposal say the measure will help cut down on vandalism and illegal dumping in the parks that officials say cost the city nearly $1 million a year. Opponents of the measure say it will criminalize the homeless and deny them a safe place to sleep.
